EXECUTING THE MARKETING PLAN

Over budget?  How about Under Budget?  Although finance is very rigorous about holding Opex within budget, your biggest priority is to generate as much revenue as possible with the funds you're allocated, which in turn means you need to spend all those funds.  In many cases, having unutilized Opex at the end of the period is due to a myriad of reasons - you left money on the table that could have been used to generate revenue.  If you're continuously holding Opex funds at the end of your fiscal period, chances are you need to do a complete review of the Sources & Uses of your marketing funds to determine why they're not being 100% utilized.  This is especially important for your Partner Funds, who become more reluctant to commit to your priorities if they don't have confidence the funds will be fully utilized.
